Mosquito Director Demands $8,000 Payment to See His Emails.

Keys Mosquito Director Michael Doyle recently tried to use our Facebook page to spin more of their lies, claiming that the secret Hatching & Rearing Facility wasn’t secret. His evidence? Meeting agendas from several board meetings, all of which say that an agreement was submitted and approved. The agreement itself wasn’t made public and still isn’t found on the FKMCD website. Another member of our campaign submitted a Freedom of Information Act Request in order to find emails between Doyle and Oxitec.
At the latest meeting, he claimed there were *30,000* messages and that the public would have to pay a fee of $8,000 in order to see electronic copies because they had to “redact social security numbers.” Why on earth would communications between Oxitec and Doyle contain social security numbers? This is simply another way to hide the truth. How many other secret documents, phone calls, and meetings have transpired between Oxitec and the FKMCD Board? This one leak alone details hundreds of thousands of dollars in equipment and employee salaries that the Board is “donating” to Oxitec.
The worst part, however, might be the personal and individual indemnification that it gives Doyle himself. He is specifically excluded from any lawsuits over the possible results of the test. Most recently, Doyle *resigned* and won’t even be living here in the Keys if the proposed test is done.

This is Michael Doyle, Director of the Florida Keys Mosquito Control District.
The article regarding the building of Oxitec’s Rearing Unit needs is misleading and contains numerous errors. Please go to common public records and websites before before posting erroneous information. You will find most of the information below on www.keysmosquito.org.

The Rearing Facility in the FKMCD Marathon facility has never been secret. Prior to building it, we decided to go through a “Public Private Partnership” process (common for stadiums and other private operations on public property) to ensure everything was being done as transparently as possible.
The project was discussed at 2 public, recorded, open Board Meetings (with the recordings and Minutes posted online for the world to see). Public Notice of the project was also posted in the Citizen newspaper twice (October 3rd and 10th, 2014) and sent to all local governmental agencies for review.
Here are the correct details:
Public Board Meeting September 17, 2014:
1) Agenda Item: “Public-private partnership (Doyle) Motion: Accept the Letter of 9/2/2014 Intent and approve the noticing of the proposal in accordance with Florida statute, Action: Approved unanimously”
2) From the minutes (posted on line since October 15, 2014):
“Public-Private Partnership: Regarding the proposal to move forward with the construction of the GM facilities in the Marathon location, a motion was made by Commissioner Shaw, seconded by Commissioner Bridges and passed unanimously by roll call vote to accept the Letter of Intent dated 9/2/14 and to approve the noticing of the proposal in accordance with Florida statutes.”
3) Per the audio from the Board Meeting, Theron Simmons of Vernis & Bowling, FKMCD Legal Counsel, explained the following about the Public Private Agreement with Oxitec:
• The Letter of Understanding states that Oxitec will be responsible for all repairs/revisions made to the Marathon facility for their use, this is at no cost to the district
• We were required to send out a Public Notice in the newspapers at least 2x – this gives time for members of the public to comment
• Also sent to Florida “administrative” sites – in case another private company decides they want to submit a proposal
• Also had to notify local governmental agencies and they would have 60 days to weigh in (Cities, County governments)
4) Public Meeting, October 15th, 2014 – Resolution 2014-06 “A RESOLUTION OF THE FLORIDA KEYS MOSQUITO CONTROL DISTRICT FINDING A PUBLIC PURPOSE FOR THE PREVENTION OF MOSQUITO BORNE DISEASE VECTORS AND THE POTENTIAL FOR GENETICALLY MODIFIED MOSQUITOES TO COMBAT AEDES AEGYPTI.”
